Gta V Legacy has been updated 27 January, so Scripthook not working before update.
Rollback you gta v version with this file - https://s2e.space/GTA5rollback.zip

Open your game folder and replace files from archive.

You can rollback Epic version, download this files ( https://s2e.space/EpicFix.zip ) or try older version https://s2e.space/GTA5Epicfix.zip and unpack files from archive in game folder with replacement.

Epic rollback bug

Backup of previous game files, Steam version tested in my steam copy of GTA 5 Legacy and it's working as expected, try at your own risk, verify game files integrity case you have issues after trying.

Extract the files from the zip to your main game folder overwriting previous ones

Download (Legacy - Steam) - Tested

Download (Legacy - Epic)

Download (Enhanced - Steam)

Download (Rockstar Launcher) - Make a backup of your gameconfig.xml and dlclist.xml from "mods\update\update.rpf\common\data" because this zip contains the update.rpf too
